Job Description:

To work closely with the Business Development Manager and Commercial/Opportunity Leads to mature new value / product opportunities.

To drive & accelerate Front-End Engineering & Development of these opportunities through the entire Project development phase with a fit-for-purpose mind-set.

To provide leadership and drive to the team on the fulfilment of the necessary preparatory work activities to achieve the objective of obtaining Final Investment Decision (FID) for capital projects.

To initiate all project processes at every phase of the project and to meet the requirements for capital project governance processes.

To lead the front-end development of projects including scope definition and planning, cost estimation, requests for endorsement and approval.

To develop project execution strategies/plans, contracting & procurement strategies and to execute all aspects of the capital projects such as constructability reviews and the integration of operational / maintenance / human factor aspects in conceptual design to meet the objective of obtaining FID.

To champion and provide technical support for Minimum Technical Solutions such that the Business Case premise can be realised through competitive and affordable scoping.

To lead Process and Engineering Integration, and to work with site Technical Authorities to provide the assurance that the technical development achieves the intended design function.

To manage and control cost & schedule of all assigned capital projects in the front-end development phase. To manage all identified project risks, implement and track effectiveness of mitigation measures

To track and monitor plan/actual project status to ensure timely development to meet the agreed planning milestone dates. To drive timely report on progress status.

To manage interfaces and regular communication with various stakeholders (internal, external, government regulatory bodies) to ensure all inputs for the capital projects front-end development are taken into consideration prior FID.

To initiate & coordinate project assurance reviews and project execution reviews as and when necessary

To mentor and coach process engineers to enable them to develop professionally.

Job Requirements:

Educational Qualifications:

BS/Eng or higher degree in Engineering or a related subject. Chemical Engineering preferred. Other technical disciplines with relevant industrial experience is possible.

Professional Experience:

Preferably at least 10 years of experience in at least one of the following fields of expertise: process design and engineering, manufacturing process technology, process development, utilities technology, or process safety. At least 5 years’ experience working in projects development.

Understanding of the work flow of the capital project life cycle especially on the front-end phase.

Strong leadership and communication skills. Role model for the Enterprise First Behaviors.

Manage relationship with stake/shareholders.
