Assistant Head (Business Analyst), Digital Transformation, Innovation & Data Division (3-Year Contract)
The Digital Transformation, Innovation & Data Division (DTID) is the business transformation office to drive A*STAR towards a digitally enabled and data-driven organisation. The office is responsible to define the digital vision, formulate digital strategies and develop the digital roadmap to provide guidance for our digitalization efforts. The office acts as the catalyst in driving digital transformation and is the bridge between business owners and technology supports. As the central office, DTID performs the role as the horizontal integrator to synergise and harmonise digital efforts and drive complex and cross-cutting digital initiatives for A*STAR. Beyond business-technology, the role of DTID entails the raising of digitally skilled and creative workforce to empower our workforce to harness digital technology and embrace business transformation. To support digitalization efforts, the office is also responsible to set digital/data policies and put in place governance and standards.
You will be part of the transformation team to contribute to the development of the digital transformation roadmap and designing the digital architecture to drive A*STAR towards a digital enabled and data-driven organisation. In particular, you will work closely with corporate and research service partners, streamline their business processes, develop new business logics and adopt digital technology to enhance corporate efficiency and performance. You will also have the opportunities to co-create innovation projects and programmes with stakeholders to raise the innovation quotient of A*STAR.Job Requirements
  • 3 to 6 years of experience in strategy consulting, business process re-engineering and project management.
  • Ability to take a strategic view of the larger digital transformation roadmap and short/medium term annual workplans, and drill deep to business needs and challenges.
  • Ability to work with teams from diverse background to analyse and identify business process challenges and formulate recommendations for process change. Experience in service journey mapping / user journeys / value stream mapping is preferred.
  • Ability to conduct user research independently such as interviews, workshops, and surveys.
  • Experience in collating, analysing and synthesising information / data as well as draw insights and conclusions from feedback, process discussions and research materials.
  • Ability to translate BPR requirements to technological requirements and propose digital solutions to achieve the desired process outcomes.
  • Ability to build a business case to support the process changes and automation.
  • Ability to drive the documentation of new business processes and lead digital projects that are cross-functional. Experience in agile project methodology is preferred.
  • Ability to operate independently, demonstrate creativity and outcome driven. Able to work with ambiguity.
  • Strong interpersonal skills and communication skills. Able to work with diverse range of corporate and research service partners.
  • Strong project management experience with attention to details.
  • Certification in Lean Six Sigma, User Experience (UX), or user research is preferred.
  • Familiarity with emerging technologies like RPA, low-code platform and workflow systems is a plus.
